Richard Mendoza, Jr. may be released on bond because the best criminal mind in the Lone Star State failed to file an indictment against Mendoza within 90 days of his arrest. Bad form, sir!

According to reports by My Fox Houston and KTRK, Mendoza was arresting in August of this year in connection to the death of his teenage classmate in Missouri City in 2002. Judge Pedro Ruiz saw no other alternative but to give a "Get Out Of Jail" free pass to Mendoza, as he was released on $75,000 bond. Healey's office has taken full responsibility for the mess-up, but if it was their child, it's safe to say that no one would have forgotten such a heinous crime.


Mendoza, who will be outfitted with a GPS bracelet, must report to the probation department once a week, can't leave the state or country, and will be arraigned in January. District Attorney John Healey promises to "take care of Mendoza business," as he supposedly wrote that in capital letters on his to-do list.
